Installation issue - no internet

Installation issue

I am working at sea and I wish to install the latest ‘PSP video 9’ I can download files over the company internet connection, but I cannot connect my laptop to the internet over the company network.

Is it possible to install the ‘PSP Video 9 FW3.30 Beta (2.17)’ without a internet connection ?
After some research I managed to download the files which allowed me to install the ‘PSP Video 9 Version: 1.74’

When I try to install Version 2.17 it seems to have a different installer. When it cannot connect to the internet it reports ‘cannot resolve host name’ and aborts.

If you download and install the .NET Framework 1.1 from microsoft's website, It shouldn't look for anything over the internet.

I downloaded .NET Framework 1.1 from microsoft's website, This allowed me to install ‘PSP Video 9 Version: 1.74’

‘PSP Video 9 FW3.30 Beta (2.17)’ appears unable to continue past the internet check even though .NET Framework 1.1 is installed. It reports 'unable to resolve host name' and aborts.

The 2.x versions of PSP Video 9 requires version 2 of the .NET Framework which you can download from Microsoft here:
