Was trying to convert a music video and the sound output was poor on the PSP (was set to 200%). So I upped it to 400% and I didn't notice any increase in sound output. Is this a known problem with version 2.17. I played an MP3 afterward and the volume was greater than the video.
I was converting from a google video (and an then AVI to be sure), I set the audio bitrate to 160kbps and the video to 256kbps
By the way I've been using PSP Video 9 version 1.74 since November 05, I never had any problems with volume percentage before.

I haven't done any specific checking or testing of the audio, but I think you are right. The audio does seem a bit low regardless of what you set it to.

Was this issue ever resolved? I am new to PSP Video 9 - I tried it out specifically because of this feature. The resulting files don't sound any louder than those created with other conversion tools - even when set to 400% or 500%. Is there a trick to it? I'm using v2.25 with MPEG-4 AVC with AAC-LC. My PSP is a slim at FW3.71.

Unfortuantly this is a feature that I don't use and a few have already wondered if it actually does anything. I don't use it because I use my headphones a lot with my PSP or I connect it to my receiver so to me they sound fine.
If you need a solution, you can always try a video editing program that might be free through www.videohelp.com. I don't know of any but I'm sure it's super easy to search through this site.

The audio sounds good, but I have to push my PSP to 75-100% to listen at a decent volume. My hope was that by using this feature, I could watch at 25-50% volume, thereby minimizing battery consumption.

you're kind of contradicting yourself.
If at 80-100% it sounds "normal" and then edit it so that at 25-50% so that it sounds the same "normal"... then your speakers are still pumping out the same amount of juce to produce the same volume and thus nothing has changed in a eletronic standpoint... it just means this time you have more head room to go even higher than the normal from 50-100%. I can understand having more head room in volume but for battery life, you're not gonna save battery life. Those speakers won't drain your battery, not even clopse to as much as your LCD screen. There are better ways to converve battery life like lowering the lumination on your PSP which probably isn't an option for you if you need to have the brighest settings OR just make sure your wi-fi is turned off.
But either way, you're probably more likely to find a better program that is capable of changing the volume using another program and then convert it using this program. Hope this makes a bit of sense.
