i want to view movies full screen on my ipod. after i converted this one video, it looked the right size in itunes, but on my ipod, there were black bars at the top and bottom, like a 16:9 video instead of a 4:3 one. has anyone else had this problem, and what should i do?

It's not a "problem". VIC doesn't change screen formats for you automatically. You can use it to do so but a bunch of math and cropping is involved... each aspect ratio and resolution is different.

If the black bars are not part of the encoded video (that is, if quicktime plays without black bars), you can view fullscreen stretched on your iPod by doing this in your iPod from the main screen:

Videos -> Video Settings -> Widescreen Off

What you're asking for as "The Holy Grail" is, to some, a complete bastardization. You're on your own.
