I don't think the 2.17 PSP Video9 program makes THM. I could be wrong though. It does make a JPG file which you can rename the extention as a .THM.
There's a legacy settings but it doesn't work, or at least I'm not understanding on how it works. You can put a checkmark on it but when you do your conversion it won't spit out the old school style stuff pre 3.30 firmware.

you don't make an extention, you change it.
if your image file was test.jpg you would change it to test.thm
Make sure you go to windows explorer > Tools > Folder Option > View and make sure "hide extensions for known types" is unchecked.
Be warned though, if you plan to leave that unchecked be sure that in the future, if you plan to rename ANY, and I mean ANY files or stuff you save, that you leave the extensions alone. Removing them or changcing them may cause your files to not open with the right program and such.
