Just curious here, does the file server work 24/7 and if so, are we able to limit the amount of users entering the file server, and whether its possible to require a username/password to enter the file server and if its possible to stop the file server without shutting down the computer.

Then, yes. It's like a private server between your PC and PS3/Wii. To use the File Server, double click its icon. To stop the File Server, press X. You will be the only one accessing your own server, so there's no need for usernames or passwords.
It's a simple, but practical program, you're thinking way to much out of the box.
