I Have Used DVD Decrypter To Put My DVD "300" On My PC And Then I Converted The VOB File In PSP Video 9 And When I Play It On My PSP It Is In Spanish But When I Play The File On The Computer It Is English Can Someone Please Help Me Out.

Use IFO mode and make sure the other language streams aren't selected when you rip it.

But The Ripped Files Play In English On The Computer Without The DVD In But When It Is On The PSP It Is In Another Language

Which is why I'm telling you to unselect the other languages so they are absolutely not included in the VOBs.
